Reconstruction and Challenges of Odaka District After Lifting the Evacuation Order

Odaka District, Minamisoma City, Fukushima Prefecture, is about to mark ten years since the combined disaster of the Great East Japan Earthquake and the nuclear accident. However, the population is only about 30% of that before the earthquake. Living infrastructures such as medical institutions, commercial facilities, nursing/welfare facilities, and child-rearing environments are in preparation in line with the lifting of evacuation orders. Nevertheless, challenges continue to increase, such as a drastic decrease in working age, measures against harmful birds and animals, and a resumption rate of rice cultivation of as low as about 10%.

 

避難指示解除後の小高区の復興と課題

福島県南相馬市小高区は、東日本大震災と原発事故の複合災害から10年を迎えようとしているが、人口は、震災前の約3割に留まっている。避難指示解除に合わせて、医療機関、商業施設、介護・福祉施設、子育て環境など生活インフラが整いつつあるが、生産年齢の激減や有害鳥獣被害対策、稲作の再開率が1割程度など課題は、山積みである。
